In November 2025, South кσяєαn media outlets simultaneously reported that the long-debated “Tattoo Act” had finally been pαѕѕed by the National Assembly, officially legalizing tattooing as a profession in South кσяєα. The law restored freedom, human rights, and official recognition to tattoo art and tattoo artists after 33 years of restriction. In this context, Jungkook was widely praised by кσяєαn media for having “paved the way” and helped create a favorable social atmosphere for the bill’s pαѕѕage.
He brought his tattoos to the United Nations General Assembly (UNGA) in 2021, received the Hwagwan Order of Cultural Merit from the South кσяєαn government, stood alongside the President of South кσяєα, entered the Presidential Office, and appeared at numerous large-scale international events. As a representative of his generation, he spoke about the future and hope, proving that appearance—tattoos, piercings, dyed hair, and more—does not determine a person’s value or character.
Even with an arm covered in tattoos, Jungkook has continued to donate large sums to charitable organizations every year, becoming a source of comfort and strength for millions of fans worldwide, and an inspirational role model for young people striving to move forward.

Importantly, Jungkook approaches tattooing with thoughtfulness and depth, deliberately choosing each design rather than selecting them at random or for trivial reasons. On his arm, tattoos such as “ARMY,” the number “0613” (BTS’s debut date), the BTS logo, the ox symbol representing his 1997 birth year, as well as other motifs like tiger flowers and traditional кσяєαn patterns, all carry personal meaning and mark significant milestones in his life.

Meanwhile, during a conversation with fans about the meanings behind each of his tattoos—even the smallest details—Jungkook was asked to choose the tattoo he considered the most meaningful he had ever gotten. Though he initially appeared slightly shy about the question, he ultimately chose the Tiger Flower tattoo as his favorite.
The orange flower tattoo on Jungkook’s arm dates back to 2019, when he first began exploring tattoo art. The flower also symbolizes his birthday, as in кσяєαn culture, each person is αѕѕociated with a representative flower based on their date of birth.
Additionally, Jungkook explained that in “The Language of Flowers,” the tiger flower means “Please give me love.” “It's both beautiful and painful, so I like it,” he added. The phrase “Please love me” is also tattooed on his arm, just behind the flower, further highlighting his enduring romantic sensibility.

Similarly, Jungkook’s other tattoos also embody deeply emotional reflections on his life and career. Witnessing his genuine admiration for tattoo art, many people have undergone a significant shift in perception. Rather than viewing tattoos as a symbol of rebellion, more individuals have begun to follow his example—embracing tattoos as a means of self-expression and preserving sacred memories, expressing their sentiments:
- Jungkook you don't need to ask for our love, we love you unconditionally
- JUNGKOOK is our GOLDEN ARTIST & our ETERNAL ARTIST. JungKook is the reason for our happiness and the reason for my smile.
- words can't explain how proud i am of jungkook
- Finally. Jungkook’s tattoo has meanings he holds dear to him just like his artistic&sincere self he puts smtg so beautiful even for his tat. I want him to enjoy, do & explore whatever his heart desires. I want him to feel free w/ his choices w/out having to explaining himself
